Budgeted Hours: 40 Shift: Day (United States of America)Primarily
responsible for planning, budgeting, directing and supervising
Pharmacy and Clinical Nutrition Services activities and personnel,
including managing new programs within the departments and for the
Health System. Maintains standards of the departments and
translates policies and procedures in accordance with Joint
Commission, Department of Public Health and other applicable
regulatory agencies. Establishes policies, procedures, standards
and objectives for the provision of services; evaluates performance
and maintains quality assurance; coordinates with other departments
to provide maximum level of services to patients and Health System
staff. Maintains the Pharmacy and Clinical Nutrition Services
within established Health System, Hospital and regulatory agency
laws.ESSENTIAL FUNCTIONS1 - Under direction of the Vice President,
Clinical and Ancillary Services, assumes responsibility for the
direction and supervision of the Pharmacy and Clinical Nutrition
Departments. Responsible for the performance of duties required by
the pharmacy and clinical nutrition services as defined by the
scope of service. a - Prepares and submits operations summary
project status reports and financial reports as requested within
deadline.2 - Plans, organizes and directs department activities.
Develops goals and objectives, establishes and implements policies
and procedures for department operation. -
a - Reviews department performance, effects changes as needed to
improve services provided and assures compliance with regulatory
requirements on a monthly and annual basis. - b - Keeps
administration informed of department activities, needs, and
problems, and new regulations, as well as other administrative
matters through meetings with the Vice President. - c - Establishes
charging and billing system with Fiscal Services Department;
reviewed annually. d - Develops/implements a drug use evaluation
system. e - Responsible for acquisition and purchasing of quality
drugs for Health System usage (through Inventory Control Clerk). f
- Delegates distributive and clinical services of the departments
among appropriate staff to ensure accurate and timely completion of
each. g - Participates in administrative staff meetings and attends
other meetings as assigned. Establishes and maintains
communications within the departments and with other Health System
entities and Hospital departments. Develops relationships with
professional affiliations, others, as is appropriate. h -
Establishes department policies and procedures that reflect the
organization's standards.3 - Collects and manages statistical data
for the purposes of Continuous Improvement. a - Understands and
utilizes operational and quality metrics. b - Promotes and supports
an environment of continuous improvement within all areas of
oversight.
-4 - Is an active participant in the Pharmaceutics and Therapeutics
Committee a - Is the Co-Chair and Secretary of The P&T
committee - and is responsible for scheduling and conducting
monthly meetings b - Is responsible for establishing monthly agenda
and for covering all necessary issues as prescribed by regulatory
and accreditation agencies c - Under auspices of P&T committee,
develops safe and effective medication administration policies and
procedures. d - Under auspices of P&T committee, develops
medication formulary list that serves the needs of the patient in
safe, effective, economic fashion.5 - Ensures department facilities
and equipment are in a condition to promote efficiency, health,
comfort and safety of staff and patients. - a - Evaluates and
justifies equipment and supply needs and purchases; negotiates and
documents maintenance schedules. Plans for use of space, purchasing
new equipment, etc., reviewed annually. Capital expenditure
requests are submitted with justification by deadline. b - Oversees
distribution of medication through the automated medication
dispensing systems.6 - Overall responsibilities for all Pharmacy
and Clinical Nutrition programs. Provides clinical leadership and
direct patient service programs.
a - Coordinates services and programs in each areas in conjunction
with appropriate departmental leadership. - b - Ensures that all
programs are timely, accurate and are conducted with sufficient
frequency to meet the needs of Health System patients at all times.
c - Ensures that the departments are represented at conferences and
working committees conducted daily through staff and statistics
reported monthly. d - In conjunction with nursing staff, reviews
incident reports as they arise. Co-develops systems to prevent
reoccurrence of adverse events whenever necessary. e - Ensures the
departments are on all assigned committees within the Health System
that are concerned with the appropriate services. f - Manages all
activities so that quality services are provided in an efficient
and effective manner, as observed by Vice President. g - Quality
improvement program meets Joint Commission and other regulatory
agency requirement standards as evidenced by review. h - Directs
department activities in a manner consistent with organization-wide
programs and procedures.7 - Is responsible for departments'
operational excellence; assures department delivers quality
services in accordance with applicable policies, procedures and
professional standards. a - Evaluates pharmacy and clinical
nutrition functions, practices and reporting, record keeping,
control over drugs, controlled substances and other substances. - b
- Introduces and demonstrates new techniques, equipment and
research findings to the staff. - c - Meets regularly with medical
and nursing staff regarding pharmacy and clinical nutrition detail.
Acts as an educational resource and is available for consultation
to medical, nursing and administrative staff.8 - Manages human
resources to assure quality services and promote positive employee
relations. a - Consistently and fairly implements human resources
policies. b - Maintains effective and appropriate staffing by
monitoring employee turnover, overtime and absenteeism. c -
Employee performance appraisals are completed thoroughly and
submitted on time. d - Follows human resources policies to
implement progressive discipline, when necessary e - Collaborates
with human resources on the recruitment and selection of qualified
employment candidates, following all policies, guidelines and
applicable laws. f - Develops performance goals/objectives with
each staff member to promote maximum productivity, proficiency and
professional growth, as evidenced by written goals on performance
appraisals. g - Is recognized as a positive role model.9 - Is
responsible for the fiscal management of pharmacy and clinical
nutrition departments assures proper utilization of organization's
financial resources. a - Develops department budgets within
designated deadlines according to all budgetary policies and
procedures. b - Effectively utilizes resources within established
budgets; notifies Vice President of all variances anticipated, or
occurred, to maintain department services. c - Adheres to
procedures regarding acquisition of, and payment for, goods and
services, as evidenced by appropriate and timely processing
requisitions and invoices. d - Recommends ways to reduce
expenditures and/or enhance revenues without compromising quality
of services. e - Contributes to the development of expense
reduction/control programs. Monitors expense programs and
recommends changes to improve outcome of program. Interprets
expense data and reports significant trends to responsible
management (VP). f - Identifies appropriate internal and external
benchmarks related to productivity, expense and resource
utilization. Assists departments with assessing current processes
and practices as they relate to benchmark data.10 - Effectively
communicates departmental, organization and industry information to
staff.

REQUIREMENTSMinimum Education - PreferredRequires Bachelor's degree
in Pharmacy; and MS or Pharm. D. Registered Pharmacist in
Commonwealth of Massachusetts or eligible for Massachusetts
Registration.Minimum Work ExperienceThree to five (3-5) years of
previous supervisory/administrative experience required.
Three to five (3-5) years of previous financial and budgeting
